I think it is twine, it looks like a ‘rougher’ texture. Smaller ropes are sometimes easier to ‘break’, but actually are generally more painful than thicker ropes, they cut in more on your skin, and the pressure is spread out over a smaller surface area. Small does not mean ‘play’ bondage necessarily, often they are actually more wicked. They also tend to be slower to untie.
The one thin piece of twine here one probably could break with a solid jerk, but the jerk would definitely cut in in your wrists in a very uncomfortable potentially even damaging way wrapped like that (uneven tie , small, rough rope). Since the tie is rough and loose, you also could probably wriggle out of it, but that would feel quite scratchy and uncomfortable pulling it over as well. So really just holding them up is most comfortable, as Andrew said, that set up looks to be more about creating a look and feel than about actually being bound.
